Chief of Indonesian National Police: Human Resources Must Be a Chef Create Competencies of Personnel Ethical Values ??Expected and Trust by the Community

Jakarta - The Chief of Indonesian National Police, Police General Listyo Sigit Prabowo, asked all his staff in Indonesian National Police's Human Resources to become 'chefs' who mix ethical, leadership and technical competence values to create superior Human Resources as expected and trusted by the community.

Sigit made this statement at the closing of the Indonesian National Police Human Resources Development Coordination Meeting (Rakorbin) in Yogyakarta, Friday (11/19/2021).

"This is the task of colleagues as chefs who can mix ethical values, leadership values and technical values that are in each character of Indonesian National Police's Human Resources," said Sigit.

With the establishment of superior Indonesian National Police Human Resources as expected by the community, said Sigit, this is also following the spirit of the idea of a Precision Indonesian National Police transformation (Predictive, Responsiveness, and Transparency with Justice).

"I remind you that I have a program on how to realize the transformation of the Indonesian National Police into a Precise Indonesian National Police. In which it must have predictive capabilities, have ethical capabilities for responsibility and be able to carry out their duties fairly and transparently," said the former Chief of Banten Regional Police.

According to Sigit, the creation of Precision Indonesian National Police Human Resources is also a follow-up to President Joko Widodo (Jokowi)'s expectation of the Bhayangkara Corps to provide services to the community and maintain public security and order.

"Citing the statement of the President of the Republic of Indonesia how important it is to have superior Human Resources in creating a Precision Indonesian National Police. This was conveyed by him some time ago, what is his hope that the Indonesian National Police must be precise in carrying out their authority. For this reason, the development of the Indonesian National Police's Human Resources must be seriously considered. Starting from "Recruitment, education and promotion are carried out in a transparent and accountable manner to shape the character of Indonesian National Police's Human Resources who can carry out their duties against the challenges we face today. Then we take advantage of the development of science and information technology that continues to grow to this day," said Sigit.

The former Head of the Criminal Investigation Unit of the Indonesian National Police hopes that this coordination meeting for Human Resources of the Indonesian National Police will produce an innovative formula as a Road Map to create superior Indonesian National Police personnel who are ready to face the challenges of an increasingly complex future.

From an internal perspective, Sigit said that superior Human Resources would make the Indonesian National Police much better in the future. Thus, public trust in the police will continue to increase in the future.

With the development of Human Resources, Sigit stated that it would eliminate the stigma in society regarding handling particular cases, poor ethics, law enforcement is sharp downwards but blunt upwards, and the occurrence of violations committed by unscrupulous persons.

On the other hand, Sigit also emphasized to the Human Resources ranks of the Indonesian National Police to continue to improve the welfare of all police personnel in Indonesia. As one of the professions with a fairly high-stress level, Sigit emphasized that welfare issues must be considered carefully.

According to Sigit, increasing welfare will further motivate the staff to carry out their duties properly and become calmer.

"Then furthermore, related to this welfare, there is also a theory which states that if the quality of life is much better, then the stress level of members will certainly decrease with the fulfilment of the welfare," said Sigit.

One of the welfare that must be considered for all police officers is to prepare a proper place to live. So, continued Sigit, personnel who have just become police do not need to worry about shelter. Sigit also has a program of 100 thousand houses for police personnel.

"How about in cities at least we can help build official houses for them. Is it in the form of flats, whether official houses or other conditions that we can collaborate with. So that our members don't have to worry about things like that from the start. Of course, it will be easy if we need members in a short time because official houses, dormitories or flats are prepared. Because when there is a sudden call for duty, they can come more quickly, "said Sigit.

In addition, Sigit also asked the Indonesian National Police Human Resources to provide counselling services for police officers periodically who have a high risk of work pressure or stress. The reason is, it can also prevent potential violations when carrying out their duties in the field.

On the other hand, Sigit requested that Indonesian National Police's Human Resources pay attention to sick members. He stated that currently, there is an e-Yankes application to monitor the health of personnel.

"We hope that existing applications will continue to be used and developed for the monitoring process of our members who have chronic diseases that are not monitored. With this application, these members can be followed. At least, this is a concern for the organization for our sick members. We make sure how the progress of treatment with cooperation between Human Resources and health. So then our members can return to health, "said Sigit.

More profoundly, Sigit said there must be a reward for personnel who excel and carry out their duties well. In 2021, Sigit said that he had given rewards to 3,056 personnel.

"Please make this system so that members get service, especially for members on duty who may be far from being monitored. So he is not inferior in carrying out his duties and has achievements but is not visible. This is how everything must be monitored. So when it is not visible, it can be monitored by our radar. This is the task of all of us. I hope that the motivation of members will continue to increase in 2022. If what I give rewards increases, it means that the motivation of members will increase in carrying out their duties, "said Sigit.

On this occasion, the Chief of Indonesian National Police also assisted the children of Indonesian National Police personnel who died due to Covid-19 while carrying out their duties at the forefront of handling and controlling the Covid-19 Pandemic.
