UN Envoy Testing Driving Skills of Indonesian Police's Garuda Team for Conflict Regions

Formed Police Units (FPU) Garuda Bhayangkara (Garbha) of Indonesian National Police (Garuda Polri) who would be deployed in world security, peace, and order mission of the United Nations (UN) in Central Africa, is packed with a variety of skills. FPU 3 MINUSCA (United Nations Mission Integrated Multidimensional Stabilization in the Central African Republic), besides already having English and French-speaking skills, also trained and educated to have skills in electronic communications, mechanical, medicines, riot control, protecting the weak, ability to drive in conflict-prone areas, et cetera. Chief of Garbha FPU 3 MINUSCA Task Force, Police Grand Commissioner Attendant Raymond Marcellino Masengi, stated that despite having a training and testing programme during the Covid-19 pandemic, all appointed FPU 3 MINUSCA personnel are conducting those well and adhering to Health Protocols. They are all enthusiastic about keeping their physical health and honing their skills according to their field and requirements in this peacekeeping mission. "We are preparing everything in accordance with tasks we assigned there (Central African Republic). The intensity there are more complex. In principle, we are ready. We have all equipment and personal skills. We also increase the special tasks, adjusting with the information gathered from there", Raymond Marcellino said in National Police Traffic Training Centre in Serpong, South Tangerang, on Thursday (19/8/2021). "Since the beginning, the training continues well and with discipline, mainly on Health Protocols to maintain common health for this peacekeeping mission. Their abilities are also great", he continued. After six months of training, FPU 3 tests the 152 Indonesian Police personnel in National Police Traffic Training Centre in Serpong, South Tangerang, Banten. On Thursday (19/8/2021), they are examined to drive small to large vehicles by UN envoys Colonel Dridi Aymen of Tunisia and First Lieutenant Top Penda of Senegal.
Police Brigadier 2nd Class Lestari, Liaison Officer who accompanied two UN envoy examiners at the Drive Training Centre of Garuda Polri, stated that in the instruction of Dridi and Penda, 29 of 152 personnel of Garuda Polri were examined in four subjects in driving small and large vehicles. All 29 personnel are obligated to have competencies in driving. "In Central African Republic, they are driving on the left, so it differs from Indonesia. So the Garuda Polri personnel has to be used to drive it well. The examiners from the UN (Dridi and Penda) said that the test is divided into four parts. First is the parking exam with the ability to see and read a vehicle license plate from 20 meters distance. They have to park in parallel well with the position in the middle, and when they open the door, it must not hit the vehicle on their side. The examiner gave them five minutes to do so", Lestari said on Thursday (19/8/2021). The second exam is to drive and obey all traffic signs such as traffic lights, turning signs, braking, stopping, and other general signs required to know. The third exam is asking the participants to drive in a zig-zag way with all vehicles. The last one is that all participants can drive all kinds of vehicles. "This (driving) test really determines the next step for the participants", she said. As information, the UN peacekeeping mission in the conflict region requires all personnel to conduct a joint patrol with platoon-level FPUs. In there, FPU 3 MINUSCA, who has the driving skills, would drive vehicles for local's logistical requirements and evacuating people in rescue operations. Therefore, the mission requires speed in driving and also slow driving around 10 km/h. Indonesian Police peacekeepers would also assist the refugee with the available vehicles. In one series of patrol, there are one or two armoured Land Cruisers, three of four double-cabin patrol vehicles, one ambulance, and one or two APCs (Armoured Personnel Carrier). If everything is required, then FPU 3 Garuda Polri would be ready with all of its skills. One of the participants, Police Brigadier Sunardi, who used to be the mechanic at the Directorate of Water and Air Police of Indonesian National Police, said that concentration and focus are required when driving the vehicles. During the driving exam, he also had to control his emotion when driving. "Of course, there would be many humanitarian duties that require driving skills. Therefore, I have to get used to driving on the left. I was a bit nervous with the examiners (from the UN) because they are strict and have to be on time and properly position the vehicles. We have to control our emotion as well", Sunardi explained. Chief of International Mission Bureau of the International Relations Division, Police Brigadier Krishna Murti, firmly stated that the Garuda Polri personnel of the FPU 3 MINUSCA must have the skills and ability adjusted to the regions or countries in conflict. The world peacekeeping and order maintaining mission must also be conducted humanely, with care and obliged to help and unite each other. "All personnel (of Garuda Polri team) has to master skills required in this peacekeeping mission in the Central African Republic. Therefore, by this education and training, they have to be examined to continue their journey on peacekeeping mission", Krishna Murti said on several occasions.
