Opening the Bhayangkara Mural Festival, Chief of Indonesian National Police: Evidence that the Indonesian National Police Respect Freedom of Expression

Tribratanews.polri.go.id - Jakarta. Chief of Indonesian National Police, Police General Listyo Sigit Prabowo officially opened the 2021 Bhayangkara Mural Festival at Bhayangkara Field, Indonesian National Police Headquarters Complex, Trunojoyo Street, South Jakarta, Saturday (30/10).

At the beginning of his remarks, the Chief of Indonesian National Police said that the series of activities at the 2021 Bhayangkara Mural Festival inflamed the spirit of Youth Pledge Day, which also coincided with the 70th Anniversary of the Indonesian National Police Public Relations.

“Earlier, the Head of the Public Relations Division conveyed how the initial start was that at the time it was opened, only 18 registered. Because there was an issue that later if the participants later joined, this was the police's way to find out the identity of the participants, and later they thought they would be exposed and they would be arrested. Initially, the participants thought that," said the Chief of Indonesian National Police.

After it was announced that the participants were given the freedom to express their positive and negative work, the registrants finally jumped to 803 people. After being screened at the Regional Police level, 80 mural teams were allowed to exhibit their work at Bhayangkara Field.

On this occasion, the Chief of Indonesian National Police emphasized that the context of freedom of expression has been regulated in Article 28 of the 1945 Constitution and also emphasized in Law 9/1998 on freedom of expression in public.

According to the Chief of Indonesian National Police, this rule was the difference between the pre-reform and post-reform eras that gave people the freedom to express their aspirations and aspirations.

Furthermore, the Chief of the Indonesian National Police said, as directed by President Jokowi, that Indonesia is a democratic country and highly values freedom of expression. Therefore, the Indonesian National Police adhere to what the President has directed.

"So, of course, the Bhayangkara Mural Festival 2021 is proof that we respect freedom of expression," said the Chief of the Indonesian National Police.

The Chief of the Indonesian National Police said that the sub-theme in the mural festival was devoted to providing room for criticism for the Indonesian National Police institution. According to the Chief former of Banten Regional Police, this was used by the Indonesian National Police to see feedback from the public's perception of the Indonesian National Police. Thus, positive input becomes motivation, while negative input becomes material for reflection, introspection to change for the better.

Not only that, the Chief of Indonesian National Police challenged the participants not to hesitate to share their work to criticize the Indonesian National Police. This, the Chief of Indonesian National Police emphasized to dismiss the issue that the Indonesian National Police were mapping muralists if they later painted murals in the field that had a critical tone.

"So on this occasion, we convey to our fellow muralists, later the ones with good drawings, of course, there will be a jury, especially regarding the criticism of the Indonesian National Police. If it is the most scathing image, we will also accept it, and I assure you, the one who dares to draw will become a friend of the Chief of Police, become his friend of the Chief of Police," said Listyo Sigit Prabowo.

According to the Chief of Indonesian National Police, a critical mural is a form of aspiration from the community about providing an overview of the current Indonesian National Police institution. So, later evaluation and internal improvement will be carried out to become better and is expected by the community again.

"We, the Indonesian National Police, want the public to be able to give us an idea of how the public perceives the National Police. So, therefore, to improve the institution every day to prepare this institution, our personnel will be better. So the Indonesian National Police are trusted by the public, the Indonesian National Police who the people love," said the Chief of Indonesian National Police.

Furthermore, the Chief of Indonesian National Police revealed that the mural festival was held after the '404 President Jokowi Not Found' event. Then it became a polemic because people deleted the mural, but some let it.

Therefore, with the mural festival where participants are allowed to express as freely as possible harsh criticism, the Chief of Indonesian National Police emphasized, this is a manifestation of the Government and the Indonesian National Police not being anti-constructive criticism from the community.

Even so, to provide freedom of expression in an open space, one must maintain the existing norms, rules and values. Thus, for example, by distributing it in the spaces that have been provided, as has been done by the West Java and Central Java Regional Police, by preparing a mural room.

"This idea emerged from the discussion because the 404 President Jokowi Not Found incident occurred. Then there were actions in the field which became polemic. Some deleted them, some allowed them. So this time, we say that the Government and the Police are not anti-criticism," said Chief of Indonesian National Police.

The Chief of Indonesian National Police also appreciated the participation of the community, who welcomed this activity. He also thanked the participants for submitting constructive criticism to the Indonesian National Police.

"Of course, it is our pride that it turns out that our friends are not afraid and dare to appear. Positive, negative pictures, please. We will appreciate it. Once again, criticism, giving input, positive, negative is also allowed, will become a friend of the Chief of Indonesian National Police. " said the Chief of Indonesian National Police.

On this occasion, the Chief of Indonesian National Police also took the time to directly greet the West Java Regional Police, the Governor of Central Java, Bogor Agricultural Institute (IPB) students, the Central Java Regional Police, representatives from Gorontalo, and the Special Region Yogyakarta (DIY).

They expressed their appreciation to the Chief of Indonesian National Police for holding a mural festival to express their opinion. The community was very enthusiastic about this event.
