tribratanews.polri.go.id - JAKARTA. The government has decided to extend Level 4 PPKM (Community Activity Restriction Enforcement) but make allowance to public economic centres such as markets to be operated with tightened Health Protocols.
That was the statement from the Chief of National Police, General Listyo Sigit Prabowo, when inspecting the PPKM command post in BSD Modern Market, Serpong, South Tangerang, on Thursday (29/7/2021).
"Therefore, we inspect to ensure the continuing obedience towards Health Protocol regulations in market activity", Sigit said.
Sigit emphasises, as instructed in Minister of Home Affairs Instruction No. 24/2021, there are levels in the PPKM implementation, starting to Level 1 to 4, in which each level has different tightening regulations. Therefore, Sigit reminds people that the downgrade of PPKM level is the common responsibility of the government and the people by adhering to Health Protocols.
"This is our chance on how all regions could downgrade their level. By downgrading, there would be more allowance so the economic activity could be better run in the lower level", the former Chief of Banten Regional Police said.
In the future, Sigit continues, there would be the weekly assessment from the Ministry of Health for regions eligible for downgrade. Therefore, Sigit encourages people and regional government, guarded by Armed Forces-Police, to ensure tightened Health Protocols implementations such as wearing a mask, keeping distance, and avoiding crowds.
"With the strong Health Protocols will surely reducing daily positive cases, increasing recovery statistics, and reducing hospital's bed occupancy rate", Sigit said.
According to Sigit, if the Health Protocols are enforced routinely, the PPKM level would be downgraded. In return, restrictions would be reduced, and people's economy could run again.
"In that position, then a region would be downgraded, and its restriction would be reduced, adjusted to the new level. This means the increasing movement in the economic sector to trade, and the more people are allowed due to the loose restrictions adjusting to the level", Sigit said.
Sigit mentioned that to downgrade PPKM level requires teamwork off all public stakeholders with Covid-19 Task Force of the Regional Government and Armed Forces-Police.
"This effort requires cooperation between people and all related stakeholders: regional government backed up by the (Covid-19) task force, Armed Forces-Police, and others so that Covid cases decreases and economic activity increases", Sigit said.
In the latest weekly assessment, all provinces in Indonesia are still on Levels 3 and 4. In other words, Health Protocols implementation must be conducted tightly and with discipline. The situation assessment determination itself uses two comparisons: community transmission and response capacity indicators.
The determination of community transmission rate uses the number of cases, cases under treatment, and death numbers counted per 100,000 residents per week as the primary indicator. The government has established a threshold for each indicator to divide the indicator into a specific transmission rate.
For example, the confirmed cases are under 20 per 100,000 people/week is categorised as Level 1 community transmission. Meanwhile, death above five people per 100,000 people per week is classified as Level 4 community transmission. The conclusion about community transfer level is deduced from the indicator with the highest transmission rate.
Meanwhile, the health response capacity is divided into three categories: adequate, medium, and limited. Those categorisations are based on testing positivity rate, considering testing ratio, close contact ratio traced for every case, and bed occupancy rate.
Therefore, Sigit emphasis the enforcement for the obedience of Health Protocols in the BSD Modern Market. The relaxation towards this public economic sector, according to Sigit, must become the responsibility of everyone by taking into attention on market capacity, which only allows 50% from regular days and regulating in and outflow of the visitors.
In this inspection, Sigit also interacts with a barbershop owner. He informs about the importance of Health Protocols so that the managers and the visitors are safe from the Coronavirus.
"Please use the PPE when cutting customer's hair. You have the PPE, right? Wear it because the customer would take the mask off so everyone could be safe", Sigit said when interacting with the barbershop owner.
Next, Sigit also greets the sellers in the BSD Modern Market. The sellers said to Sigit that their income is decreasing, but they stay grateful because they are allowed do to economic activities again.
"Not many people, right? But Thank God, at least you still work. Thank you", Sigit said.
On the same occasion, Sigit distributes Level 4 PPKM social aid to the market manager and other people to alleviate their burden during the Covid-19 pandemic.
As information, the market's PPKM command post has the mobile vaccination booth to accelerate herd immunity towards Covid-19, which target 50 people per day.
The PPKM command post would also prepare Level 4 social aids from the government. The command post was established on Tuesday (27/7). Until now, there are 9,213 PPKM command posts across the country, built by Armed Forces, Police, and volunteers.
