Closing 30th Regular Training of Sespimti Polri, Chief of Indonesian National Police: Be a Leader who Served People and Personnel

Commander of the Armed Forces, Marshal Hadi Tjahjanto, and Chief of Indonesian National Police, General Listyo Sigit Prabowo, attended the closure of 30th Regular Training of Sespimti Polri, 61st Regular Training of Sespimmen Polri, and 66th Class of Sespimma Polri in Lembang, West Java, on Wednesday (27/10/2021).
In his opening statement, Sigit emphasises all officers to be a leader who serves and protect people and personnel.
“Be a serving leader who serves and place personnel and society as the priority. Do not only instruct without knowing the hardship. This would be a problem”, Sigit said in his statement.
Being a leader, according to Sigit, must have a strong attitude and character, know the field, move fast, be responsive and sensitive to change, and move out of comfort zone.
Not only that, the former Chief of Banten Regional Police affirms that a leader must go down to hear the aspirations directly from the personnel and the public. A strong leader would be able to create respect between leader and personnel.
Sigit emphasises that in conducting duties, the leader cannot be easily provoked by emotions because it may lead to unwanted things.
“Go down to the ground, so you know what people and personnel feel. Maintain your emotions because the explosive emotion leads to unwanted things. Moreover, with authority given by the law, the measure would be a problem”, the former Chief of Criminal Investigation Agency of Indonesian National Police said.
According to Sigit, the leader must be exemplary for everyone, just like the spirit of Presisi (predictive, responsible, transparency, just).
Sigit said that Presisi concept would be felt by people and Police if it were implemented well. Using that concept, then Police would be an institution hoped by Indonesians.
“That’s what I want to put in this Presisi concept on how we ignite a predictive and responsible policing and able to conduct all transparently and. This becomes people’s hope from the leaders to the executors”, Sigit said.
In its journey, the Presisi concept has increased public trust based on a mid-year survey. However, Sigit admitted that lately, the positive trend is dwindling due to Police personnel’s actions.
However, Sigit believes that the Police institution is far more filled with good people and have the spirit of change to materialise Presisi spirit.
“Early October survey we are down because of misconduct of our personnel that being viral, aided by information technology in media. When there are viral personnel, it would be a correction for us. Therefore, the positive action by us would be positive for organisations and otherwise. The perception turned into generalisation. There are still far more good Police compared to the bad Police personnel, so utilise the technology to launch creative and positive breakthroughs”, Sigit said.
Related to leadership, Sigit quoted a proverb, “Fish being rotten from the head”, or, using the other words, all internal problems in Police happen because its leader is problematic or cannot be exemplary for the personnel.
“There’s a saying that ‘fish rots from its head’. If the leader is problematic, then the person would be problematic as well. Leaders have to be an example so the person would learn from it because it is impossible if we don’t start from the good one; we are impossible to remind them if not being exemplary, must be started from yourself. I hope dear colleagues understand this. The things that are conducted wholeheartedly would be a fruit of sincerity. Please implement this”, Sigit explained.
As Chief of Indonesian National Police, Sigit ensured that he and primary officials of the Indonesian National Police committed to rewarding personnel who did a good job and worked hard to serve and protect people.
“I and all personnel have committed to rewarding personnel who have worked hard in the field, tirelessly, leaving their spouse and kids behind. If I forget this, please remind me”, Sigit said.
Otherwise, Sigit affirmed that the strong sanctions would be applied to all personnel who did not do the job properly or violated regulations.
Sigit even does not hesitate to punish their leaders if they cannot be the example for their personnel if there are still regulation violations in the future. According to Sigit, all of them is for the good of the Bhayangkara corps.
“However, to the person who conducted wrongfully and impacted the organisation, do not hesitate to take a measure. If the tail cannot be cleaned, then I will cut the head. This is all for the hard work done for the good of the organisation. Become an example, a servant, understand all problems and public voices so we could take proper measures”, Sigit said.
Meanwhile, Sigit asked all personnel to be ready to face all challenges, domestic or abroad. Police must be able to create safety and comfort for the people.
The challenges are terrorism crime, information technology advancement in the 4.0 revolution, Covid-19 pandemic, illegal online loans platform, natural disasters, and future elections.
