Chief of National Police, Police General Listyo Sigit Prabowo, hoped that the National Police Education and Training Institution (Lemdiklat Polri) to be the centre of creating Police personnel with proper competence and quality as hoped and also adored and fulfil public justice senses.
The statement was addressed by Sigit during the plenary session of the Education and Training Council (Wandiklat) of the National Police on Wednesday (8/12/2021). According to Sigit, Wandiklat has an important role as the initial step in formulating policies to determine the competence and quality of a Bhayangkara Corps personnel.
"Therefore, to fulfil a superior Police personnel resource, Lemdiklat Polri becomes the main key to be the 'kitchen' of processing Police resource to be the one that is superior", Sigit said in his instruction.
In the Wandiklat, the former Chief of Banten Regional Police emphasises the importance of implementing three competencies: technical, leadership, and ethics, and also being in accordance with the Police education standards: graduate competence, content, process, teachers, infrastructure, management, funding, and scoring standards.
"These eight education standards must be the reference so it could be conducted well", Sigit said.
Related to the three competencies, the former Chief of Criminal Investigation Agency of National Police affirmed that it should be implemented across all educations from the initial development, specialisation development, and general development.
"The output we expect that they have technical, ethics, and leadership competence so there would be Police personnel that are superior, able, and professional. Therefore, we could produce and realise the Police personnel when they conduct their tasks to be Police personnel that are close to the people, trusted by the people, and adored by the people. Those are our homework", Sigit said.
According to Sigit, the three competencies must be owned by Police personnel. Therefore, Sigit hoped that Lemdiklat Polri could educate them since the beginning of the education with correct and professional methods.
In the initial stage, according to Sigit, there should be technical and ethical competence. In the development stage, they should be given leadership and ethics competence.
"On the specialised development education, we hoped that technical competence could be prepared to face recent task challenges", Sigit said.
From the conformation stage, Sigit also affirms that Police personnel must be able to conduct Police discretion and responsible use of force because it must be in accordance with legality, proportionality, necessity, and accountability principles.
On this occasion, Sigit also reminded President Joko Widodo, who hopes for the realisation of the Police resources that are superior and Presisi in exercising their tasks and authority. Therefore, human resources in the Bhayangkara Corps must be one of the central roles.
"Therefore, the human resources development must be taken into attention seriously, started from the education recruitment and promotion that has to be transparent and accountable. Then, the person must be formed and transformed in accordance with Police tasks and has to master the latest knowledge", Sigit concluded.
