BALI - The National Police Chief, General Listyo Sigit Prabowo, conveyed several essential things at the Regional Police Chief's Appointment. First, in front of the personnel, he asked that the already excellent achievements of controlling the Covid-19 pandemic be maintained. For this, the National Police Chief appreciates all the hard work of Polri personnel in handling Covid-19 so far.
I take this opportunity as the National Police Chief to express my highest appreciation and appreciation to all National Police personnel, both at Headquarters, Regional Police and on the farthest, remote islands who have carried out all their hard work. The success of handling Covid-19 cannot be separated from the hard work of all colleagues. I express my highest gratitude and appreciation," said the National Police Chief when giving a briefing at the Regional Head Office, Friday (12/3) night.
The former Banten Regional Police Chief assessed that the hard work carried out by all National Police personnel in dealing with the Covid-19 pandemic resulted in optimism for the country's rise to get out of the pandemic.
In addition, he continued, with the Covid-19 rate that can be adequately controlled, Indonesia has succeeded and succeeded in organizing several national events such as the National Sports Week in Papua, as well as the international World Superbike in Mandalika, West Nusa Tenggara and the ongoing Indonesia Badminton Festival (IBF) in Bali.
Thanks to his hard work hand in hand in dealing with Covid-19, the National Police Chief emphasized that Indonesia was trusted to hold the G20 Presidency and MotoGP event at the Mandalika Circuit.
Because of that, of course, on this occasion, I urge my colleagues to continue to maintain the positions achieved by various achievements and expressions of appreciation to all of these colleagues are the motivation for all of us to continue to defend," said the National Police Chief.
Still, in his speech, the National Police Chief alluded to the transformation to the Precision Police. Related to this, the former head of the Criminal Investigation Department emphasized that this could be an effort to answer the challenges of the community who expect a better Police. In addition, transformational change is a must for a modern organization.
From evaluating the achievement of the transition to the Precision Police, the National Police Chief sees that the quantity of achievements is quite good. Where the average is above 95 percent. Although the quantity is positive, he hopes that the community can feel the quality of the programs made and the innovations made.
"Because the jargon of Presisi greetings doesn't just stop there. However, what about the precision greetings that are felt in the hearts of the people," said Sigit.
Therefore, within this framework, the National Police Chief requests that all his staff avoid counterproductive actions that impact the organization. For that, continued the National Police Chief, individuals who took advantage of the situation to pollute and injure them, reminded them to respect the commitments of other personnel who have worked well.
"This means that the quantity has decreased, but only a few incidents of violations have gone viral, so the public's trust in us immediately drops," said the National Police Chief.
Once again, the National Police Chief reminded me that change must be carried out and become a stream of thought with all personnel. He said the Police, as a large organization, must adapt to the conditions and circumstances amid the times.
Then the National Police Chief explained that every National Police personnel must have three competencies, namely technical competence, which is related to professionalism. In addition, competent leadership competencies lead from the smallest to the largest units and ethical competencies.
The National Police Chief is not worried enough about the two competencies that he considers all personnel to have. Instead, however, he focuses on ethical competence, namely how to change the organization's culture in his mind.
"The most difficult thing is ethical competence, which of course will be their culture and organizational culture; how do we instil good values to get used to it so that it becomes a daily behaviour that becomes a virtue without us realizing that if we can do this, the risk of committing violations will be reduced," explained National Police chief.
The National Police Chief is sure that if he can change the organizational culture, the National Police will be truly loved and very close to the community.
"This is perhaps the most difficult thing because that is how we have to be able to change from our comfort zone, but on the other hand, we have to do this. If we want our organization to be good, if we want our members to be good, instil a culture of doing Good. This has to be done over and over again," said the National Police Chief.
Furthermore, the management method is the transformation of the Precision Police to prioritize the Predictive Policing pattern to prevent and resolve all social problems and crimes in the community. It also regulates tasks by taking a Pre-emptive, Preventive and Repressive approach.
"In the future, of course, we also want the Police to be able to utilize information technology that can be connected to a single big data unit, for example, the one owned by the Ministry of Health for the PeduliLindung application. This, of course, would be very good if we could manage all the data into one between the ministries/agencies so that we can read the events somewhere and take pre-emptive and preventive measures before the crime occurs. These are the ideals and hopes for the future," said the National Police Chief.
Next is the management of facilities and infrastructure. In this case, the ranks of the National Police are asked to continue to adjust the strategic environment that will be faced in the future. In this case, it must be ensured that all the needs for carrying out tasks are prepared to face the challenges of future tasks.
Furthermore, fourth is budget management. For this matter, the National Police Chief asked to continue maintaining the existing positive trend by carrying out their duties properly and accounting for the trust that the state has given to the Police.
Still, in his briefing, the National Police Chief also mentioned the spirit of leadership that must be an example for all its members. Thus, the transformation of supervision must continue to be carried out in the future. Therefore, Regional Unit Chief said the National Police Chief must be willing to go down to find out what problems and difficulties are being faced by their staff.
"So that when we make a decision or give an order, finally the order is correct. So we must go to the field when the situation is difficult. Then we take steps to take over the existing problems. This is important," said the National Police Chief.
Not only that, according to the National Police Chief, leaders must be able to provide understanding to members to get used to doing Good, starting from the minor things. Getting used to behaving positively will permanently be embedded in the daily mindset. Of course, it has an impact on individuals and organizations.
"Of course, we have to get used to doing good things—starting from small things, such as crossing small children, old people, pushing cars. Small things like that," said the National Police Chief.
