Academicians, Regent and Indonesian National Armed Forces-Indonesian National Police Attend Focus Group Discussion (FGD) Discussing Noken Community Development and Papuan Community Dynamics

Tribratanews.polri.go.id - Papua. Papua is getting more and more open to discussions about the future of Papua. One of them is in the form of a Focus Group Discussion (FGD) organised by the Papua Nemangkawi Task Force, a particular unit for the Indonesian National Armed Forces-Indonesian National Police that was formed to have a positive impact on Community Security and Order while accelerating the progress of various aspects of Papuan people's lives (economy, education, health, sports, community group harmony).

The Focus Group Discussion (FGD) was held on Wednesday, September 8, 2021, at the Ballroom on the 10th Floor of the Swiss-Belhotel Jayapura, with the theme "The Existence of the Noken Community Development of the Indonesian National Police Approach in the Dynamics of Papuan Society", which was coordinated by the Head of the Indonesian National Police Operation Nemangkawi, Police Brigadier General Ramdani Hidayat.

Present at the event, Regent of Paniai Regency Meky Nawipa, Regent of Deiyai Regency Ateng Edoway, Rector of Cenderawasih University (Uncen) Papua, Apolo Safanpo, Director of Community Development of Papua Regional Police, Police Grand Commissioner Gatot Aris Purbaya, Head Deputy of Operation I Nemangkawi Police of the Indonesian National Police, Police Grand Commissioner Almas Widodo Kolopaking, Head Deputy of Operation II Nemangkawi Police of the Indonesian National Police, Police Grand Commissioner Muhammad Firman, Territorial Assistant of Regional Military XVII Cenderawasih, Infantry Colonel Teddy Arifiyanto.

This FGD was carried out with due observance of health protocols. Furthermore, the Head of Operation Nemangkawi Police of the Indonesian National Police said, "We hope that the ideas presented in this activity will make the future FGD concept more perfect."

The FGD conveyed that Noken Community Development has impacted many Papuan people since 2018 or for the past three years and was published in 2 performance books of Papua Noken Community Development.

"There are several government programs that we emphasize to our Noken Community Development colleagues, namely vaccination, why should we vaccinate because it is necessary to be healthy, then our National Sports Week (PON) XX Papua also helps maybe our idea is not only welfare that we all want, some time ago we had a chance to talk With the former Papua Regional Secretary, we discussed that what we are honing is the brains of the people because if they are healthy it means they are prosperous, the Papuan people are really intelligent, many of our seniors and juniors are all smart Papuans, so that's about support to improve their intelligence first."

"The program has been running, and the name is Pijaran and other programs. We spent a long time in Puncak Jaya, and our children enthusiastic, the problem is how we manage them ourselves, the ones who teach Papuan children are in mountainous areas, the Indonesian National Armed Forces-Indonesian National Police we do not take on the duties and functions of teachers, but we help if teachers who work in an area do not go to school, the Indonesian National Armed Forces-Indonesian National Police are present in Papua to help the community. Hopefully, Noken Community Development will be a pride for all of us and develop in Papua Province. Maybe that's all that can say." Police Brigadier General Ramdani said

The Head of the Research, Community Service and Publication Institute (LPPMP) Ubhara Jaya on his opportunity said, "we will think again and look for the right and best strategy, Indonesia is not alone, there is Noken Community Development, Indonesian National Armed Forces-Indonesian National Police, Regional Government, how to synergize, how together -Let's go hand in hand, does Cenderawasih University (Uncen) have any special education."

"We must have certain characters to approach Papuan children so that we can touch or interact with them, don't depend on Nemangkawi or Noken Community Development and don't let this task force work alone because those who have the authority come there to plan community product development. This is because, which has the authority, of course, is the regional government which has been regulated by law."

"Also how to change the character of the community and the land Cenderawasih University (Uncen) Papua is very broad and there are so many things that can be encouraged, the most important thing is to build intelligent people and build their character, what is built first is a character, Papuan children are good at playing ball, but They lack confidence, we have to find a common solution and a new approach, so we can learn from that."

The Rector of Cenderawasih University (Uncen) Papua says, "The goal of national development carried out by the world's nations is for a prosperous society when we have carried out activities we think we have to evaluate for some time.

The Industrial Revolution is a challenge for all of us, and in 2025 it is estimated that the population in Indonesia will reach 75 million people, so we must pay special attention to change. The revolution is increasingly reducing human involvement and eliminating human labour. According to our word best education centre in Southeast Asia, only Singapore has entered, they measure from two sides, both surveys and data. We, Indonesia, have not yet received a ranking of higher education performance in the world."

"Therefore, thematic research of lecturers with their respective fields is very necessary for development innovation, the economic wheel network, covering production, distribution and markets, in production we must pay attention to land and community human resources and capital, in managing the economic wheel network we must study a lot all well so that the application of science in the field is directed to the work target and the results will be satisfactory."

Alirena Jakarta Foundation, Prof. ENG GOO, said, "In Papua, there are children who do not understand the alphabet and they have entered and advanced to a junior high school class. The problem statement is that the Papuan people live in a position where culture and sciences asymmetry does not provide space and science, science does not become a tool to increase living space, let the Papuan people develop according to their culture and don't let their culture be excluded, in the sense of developing without forgetting the culture."

"What is needed is that indigenous Papuans can improve their culture with science and stick to their identity and culture. My conclusion is that globalization will be more real in Papua. I also see Papuans getting confused because they are increasingly marginalized after a conversation with all my friends. I get some input, namely the revolution of ideas, ideas are imagination as a cultural character."
