The crowd took to the field and rioted. The officers then took security measures to prevent the riots from getting bigger.

"The Kanjuruhan tragedy was an unexpected situation or force majeure. So many spectators spilled into the field. In an emergency situation, what should the police do? did the police stay silent? At that time it's just a matter of making adjustments, whether the authorities should remain silent and make the situation worse or should take an action to try to make the situation better," said Alfons, Monday, October 3, 2022.

"So, security measures are solely carried out with the intention of solving the problem to disperse the chaos," he continued

Alfons also said that the security measures taken by the officers could not be considered a crime. This is because the apparatus did not violate the law and did not fulfill the criminal element, which is willing and conscious.

He stated that the security apparatus purely acts to provide security in an unexpected situation or force majeure.

“In force majeure, a crime is motivated by the intention and conscious of the person. Meanwhile, the members only act to bring order to the masses who are in chaos," said Alfons.
